Educational requirements include high school diploma or the equivalent. Additional vocational training in a related field is preferred.

• Experience requirements include five or more years of progressively more responsible experience in public works, including supervisory and administrative duties.

• A valid Michigan Commercial Driver’s License (CDL) with air brake endorsement is required, as well as the ability to earn Michigan Department of Environmental Quality certifications S3, D-3 and L. Superintendent of Public Works 3 07/2025

• Thorough knowledge of public management techniques involved in operations management, personnel administration, and contract and project administration.

• Thorough knowledge of public works operations, policies and procedures, particularly those related to public works management.

• Considerable knowledge of the safety issues, regulations and procedures utilized in public works operations.

• Skill in assembling and analyzing information, and in preparing and presenting comprehensive and accurate reports.

• Skill in effectively communicating ideas and concepts orally and in writing.

• Expertise in the use of public works tools, materials and equipment utilized in public works projects, including heavy equipment.

• Significant ability to perform a variety of basic and skilled maintenance and repair tasks involving carpentry, electrical, plumbing, mechanical and road construction skills.

• Ability to establish effective working relationships and use good judgement, initiative and resourcefulness when dealing with elected officials, the public, employees, City administrators, project contractors, and professional contacts.

• Ability to critically assess situations and solve problems, and to work effectively under stress, within deadlines, and changes in work priorities.

• Ability to effectively lead and motivate others and to train, supervise, and evaluate their work.

Salary Range: $63,000-$66,000

Job Description

General Summary:

Under the general direction of the Mayor and City Council, oversees and participates in all aspects of the public works department, including general administration and personnel issues. Oversees the day-to-day operations of the department, determines schedules, prioritizes and assigns work, monitors performance, and administers City policies, procedures and regulations.

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

1. Plans organize and direct all aspects of Public Works Department operations including personnel management, budget oversight, general administration, and capital needs assessment. Develops, recommends and implements policies and procedures in accordance with City guidelines.

2. Participates in the recruitment and hire of department personnel. Supervises personnel, evaluates performance, and oversees training. Takes corrective and disciplinary action according to established procedures.

3. Assesses department operational, staffing and equipment needs and works with City administrators and elected officials to develop annual budget requests. Monitors multiple budgets and ensures that authorized budgetary procedures are used. Purchases supplies, equipment and materials according to established procedures.

4. Oversees and participates in the routine maintenance, standard operations and special projects associated with City streets, parks, water distribution and wastewater treatment processes, grounds, facilities, and related public works operational areas.

6. Directs the daily activities of department staff by preparing schedules, assigning and supervising work, and determining priorities. Monitors time-off schedules and accruals and processes timecards.

7. Directs and participates in the inspection of streets, sidewalks, parks, grounds, facilities, water distribution and wastewater treatment processes to determine maintenance needs and assure compliance with City and State standards.

8. Establishes maintenance, repair, and construction priorities, develops snow plowing plans, coordinates street sweeping and refuse collection activities, and manages a variety of special projects including Citywide clean-ups and leaf collection.

9. Assesses the need for private contracting of special projects and services, participates in the bidding process, and provides project oversight and quality control.

10. Implements and enforces safety awareness programming according to departmental policy and City, State and Federal guidelines. Instructs employees on safety standards, precautionary procedures, and departmental policies and procedures.

11. Conducts research, compiles information, and prepares status and special reports. Attends Council meetings and makes presentations as requested. Maintains a comprehensive record keeping system according to established requirements.

12. Keeps abreast of new developments in the field, new administrative techniques, and current issues through continued education and professional growth.

13. Acts as department spokesperson, establishing and maintaining effective relationships with citizens, community groups, employees, vendors, and other interests. Responds to public inquiries and investigates complaints.

14. Responds to public works emergency situations if available. May be required to work outside of normal business hours in the event of an emergency.

15. Performs related work as required.
